Animal Webaction visited the site 15 September 2019 and confirms the situation described below.

In Romania, this shelter has no more food for its 241 dogs, they will starve to death!

Following a new SOS from Oliviu, we went to the shelter on September 15th.

The kibble stock is gone, Oliviu can no longer collect leftovers as he used to.

A parvovirus outbreak hit the shelter this summer, leaving Oliviu highly indebted: he cannot buy anymore food....

Against all odds, he is trying to save the shelter, we must support him.

We want to send 3000 kg of kibble as a matter of urgency.

100% transparency guaranteed.

1. We were at the shelter on September 15th: there are no more kibble, 241 dogs are threatened

$$$
Oldy, aged and suffering from several illnesses, was treated for many months at the shelter, but he passed away this summer

###
Oldie, who was over 12 years old, has long suffered from a parasitic disease that Oliviu finally cured. But Oldie was too weakened, and didn't survive the summer

###
Former street dog, Bruno contracted distemper, which left him with various after-effects. Very thin, he has a vital need for kibble

###
Found seriously injured on the roadside, Mookie underwent surgery for a pelvic fracture and was treated for her wounds. Unfortunately, her body has not recovered despite the care received: Mookie remains weakened, and suffers from physiological problems that cannot be cured

###
Zarpa was found in the middle of winter with her mother and brother, wandering the streets. She and her brother contracted distemper, which left Zarpa weak and suffering from neurological problems

###
Iuliana is one of the oldest residents of Oliviu's shelter. She suffers from joint problems, and can only see with one eye

###
During our visit, there were only 2 days of kibbles left at the shelter.... Since then, Oliviu has managed to get a help of 400 kg from another animal rights activist, but this is only a short-term relief for 241 dogs!

Last July, the Animal Webaction community rallied to help Oliviu's shelter and send 3000 kg of kibble.

But this stock ended at the beginning of September: for nearly a month, Oliviu has been working hard to buy kibble and find other supplies for the dogs. Unfortunately, his efforts do not enable him to collect enough food, he and the dogs are forced to live from day to day!

2. Oliviu can no longer find other food sources: without kibbles, he can no longer feed the dogs!

###
"I must say that we have relied very much over time on cooked food, which in previous years was in sufficient quantity" says Oliviu

###
3 chicken legs: here is the meat that was left when we passed through.... An insignificant amount to feed 241 dogs!

###
Previously, Oliviu could collect food scraps every day, thanks to the nearby penitentiary centre. But he can no longer count on this help that has become random, it had been more than 3 weeks since he had received anything when we went to see him

For years, the shelter operated through a partnership with a local detention centre, which gave Oliviu its food remains. But since last year, this source has become very poor, and the alternatives tried by Oliviu have proved unsuccessful.

"If I analyze concretely the causes of the food crisis we are going through, I can say that the moment from which we began to have difficulties was that of a massive release of detainees to the juvenile penitentiary from which we took food. With the massive decrease in the number of detainees, the quantity of food has been substantially reduced"

In addition to the small quantities, this source has also become random: during our visit, it had been more than three weeks since any remains had been obtained... If nothing else, Oliviu has to find kibbles to feed the dogs!

3.Parvovirus has affected many puppies this summer, Oliviu still owes hundreds of euros to the vet: he can't buy kibble!

###
Brought to the shelter this summer, Gloria was a carrier of parvovirus, a deadly and highly contagious virus. Despite the emergency treatment, the disease spread quickly: several puppies died, Gloria was one of the few survivors

###
The shelter still had 13 puppies at the time of our visit, Oliviu had to do his best to protect them from the virus, but he no longer has any money to buy kibbles

This summer, a young pup named Gloria was brought to the shelter, bringing with her the parvovirus she was infected with. This highly contagious and often fatal virus spread very quickly among the puppies in the shelter, about ten of them had to be placed on treatment, only half survived.

The amount of veterinary expenses dedicated to the epidemic amounts to nearly 700€, the money collected by Oliviu only covers barely a third of the necessary sum.....

4. If we don't reach the target, dogs won't receive any food

A failed collection on Animal Webaction

We can take action, we have already booked a truck and pallets, but we have to pay it before October 10th.

If the collection fails, we will not be able to pay, the departure of the truck will be cancelled and none of the collected kibbles will be delivered...

If the collection fails, we will refund all donors.

5. To take care of the dogs, Oliviu had to stop working, he has no additional resources to allocate to the shelter

###
Former consulting engineer, Oliviu left everything behind to devote his life to abandoned dogs

"I was a part-time consulting engineer, but there was too much to do at the two sites where we keep the dogs, and certainly not enough volunteers available to do the daily tasks. That's how I decided to quit my job."

Oliviu now devotes his days to the dogs cared for by the association, divided between two shelters (the maximum capacity of the first having been reached). Alone to take care of 241 dogs, from cleaning the pens to visiting the vet, Oliviu has no room for manoeuvre to work in parallel with the shelter, and very few resources.

6. No foreign association wants to commit to constant help with so many dogs to support

###
Most of the foreign associations and foundations with which Oliviu has discussed with are reluctant to commit to regular help for the shelter, because the number of dogs is too high, and their resources too limited....

Oliviu and his supporters have exchanged with several foreign associations and foundations in the hope of establishing new partnerships. Unfortunately, no exchange has yet led to a formal partnership.

Most of them are somewhat scared by the big amount of dogs. They are pretty reticent to start a full partnership with Speranta shelter since they are not sure if they can cope with the amount of dogs"" explains Oliviu.

7. To save the shelter, Oliviu is forced to reduce the number of dogs hosted, he can no longer rescue other dogs in distress

###
From 260 last July, Oliviu managed to reduce the number of dogs hosted to 241 in September. For him, it is the only solution to get new sponsors, and eventually to bring all the dogs together in a single shelter

###
By the end of the year, Oliviu hopes to have reduced the number of dogs at the shelter to 200, so he is working hard to increase the number of adoptions, and not rescue again until the situation is manageable. Lupu should soon join his adoptive family

During our last campaign for Oliviu's shelter, 260 dogs were still being hosted, spread over two shelters. Thanks to Oliviu's efforts, this number has now been reduced to 241, with many adoptions having taken place.

Unfortunately, this means that dogs in distress cannot be rescued until the situation at the shelter has improved: only 5 new dogs were rescued this summer, mainly for temporary shelter.

8. We want to help them

###
A former street dog, Nero was brought to the shelter by a person who had become fond of him, but could not adopt him. He suffers from a birth defect in his front legs

###
One of the eldest of the shelter, Crazy has a very difficult character that prevents him from being adopted. The shelter is for him the only chance to end his life peacefully

###
Rescued near a landfill, Trick suffers from a birth defect in his front legs, which probably explains why he was abandoned in this way...

###
Rescued from impoundment, Pancho remains very fearful and is not yet ready for adoption

###
Very traumatized by the abuse he has suffered, Boy may never be adopted, the shelter is his only hope

###
Old and almost blind, Sol was rescued while he was impounded, and may end his life at the shelter

###
Very frightened and traumatized when she was taken out of the pound, Lulu gains confidence from Oliviu every day

###
Lucia was unconscious when she was discovered after being hit by a car. She was cared for and brought to the shelter, where she has been since

###
Gill suffers from motor disability, and often drags his rear axle behind him when he moves. Although he is equipped with a trolley, he can only remain on the device under supervision, as he tries to get out and risks further injury

9.  Oliviu knows that the need for help of Romanian dogs goes beyond what he can bring alone

###
Pragmatic, Oliviu keeps a cool head, but knows that his devotion is not enough

Oliviu's determination to help Romanian dogs is not affected by the difficulties encountered. However, he is aware that the situation has been worrying for months, and would like someone to provide him with help, whether to finance the actions or to assist him on the ground.

"There are so many things to do in order to improve the dogs situation from Romania, you might not even imagine how much help is needed" he told us last July. "Your help meant a lot for the shelter, you all have been the best help I received this year and I can’t imagine what I would have done without it" he told us during our last visit.

10. The plight of stray dogs in Romania

Oliviu's shelter is located in Craiova, in the south of Romania

11. Thanks to our logistics centre in Romania, we can take action rapidly !

Animal Webaction food leaving our logistics centre in Romania.

If the collection succeeds, the kibble will leave directly from our logistics centre in Romania. So we can act very quickly, and help Oliviu's 241 dogs to get food.

12. What will the 3000 kg of kibble collected be used for ?

This collection is organized by the association Speranta Pentru Animale, chaired by Oliviu. The 3000 kilos of kibble collected will be delivered to Oliviu to feed the 241 dogs hosted at the shelter
