We visited Oliviu's shelter in Romania, where 260 dogs no longer have kibble!

Last December, Oliviu lost the food supplier that allowed the shelter to survive.

Since then, the search for food has been an endless struggle, which Oliviu is about to lose!

He can no longer get any leftovers, the kibbles are exhausted.

Already put on rations and weakened, dogs urgently need kibble.

We want to help them by sending 4 800 kg of kibble as soon as possible.

1. We went to the shelter on March 20th : there is no more kibble, the dogs don't eat their fill

The last bags of kibble have all been used. Contacted by phone on March 27th, Oliviu told us that he had just returned to buy 6 additional bags: enough to last 3 days at most!

 

Oliviu took Kim out of the public pound. Weakened by repeated litters, she has udder abnormalities and above all,  is extremely thin! Because of the lack of food, she must be rationed like all the other dogs....

 

 

A few weeks ago, we received the call for help from the Speranta Pentru Animale association in Craiova, Romania: the association does not have enough resources to buy the necessary food for its 260 dogs, divided into 2 sites. 

The dogs are put on rations,  they are hungry...

Our reporter Paul visited the site on March 20th and 21st, and was only able to see the urgency of the situation. They need kibble as soon as possible

 

 

2. Without kibble, Oliviu has been using leftovers to make soup, but he can no longer get it!

Oliviu limits the amount of food he gives to dogs by cooking a kind of soup with the leftovers he can collect. But it is getting harder and harder for him to get it and he has to buy cheap meat so that the soup is a little nutritious.... This is still a burden on the association's budget!

 

For years, the shelter worked through a partnership with a local detention centre, which gave Oliviu its food remains.

"This represented about half of the dogs' diet: our budget allowed us to buy kibble to supplement and finance care and sterilization," explains Oliviu.

Unfortunately, since December, the person who was supplying the prison refuses to continue, even in exchange for a compensation, and no other employee agrees to do so either.

"They say it makes their car dirty... But I don't have a car myself and I can't find anyone who agrees to bring us all this wasted food!"

For the association, the impact is disastrous: they have to finance twice as much food as before without increasing their resources! They will not be able to get by without outside help....

 

3. Kibble needs to be bought little by little... and at a very high price!

The food bowls are empty more and more often... and stay this way for longer periods of time

 

Oliviu has no food stock left: he buys a few bags of kibble every 2 or 3 days, just long enough to raise some money, and they are immediately distributed.

But bought in small quantities, kibble is much more expensive: it is a vicious circle that perpetually weakens the association's finances...

 

4. We want to help them

Walter was hit by a car and left with a broken leg. He had surgery and an implant was placed to help him recover. He needs all his strength to heal!

 

Hazel and her brothers were wandering along a railway line with their mother when they were caught by the dogcatchers. They were all suffering from scabies, and if her brothers reacted well to the treatment, Hazel showed a strong intolerance: she stopped eating for some time and lost a lot of weight. Now Oliviu is trying to get her back in shape to try a treatment that will suit her better....

 

At the age of 5 or 6, Copilu was used as a guard dog for a small local company. When it closed its doors, they left Copilu behind them.... Hooked by a car, he was seriously injured and had to have one of his hind legs amputated....

 

About 1 year old, Yannis was found about 50 kilometres from Craiova, sick and wounded in the leg. He would need surgery, but for lack of money, he is forced to wait...

 

Oldy was at the municipal pound, but old, half blind and suffering from testicular cancer, his days there were numbered... Oliviu took him back to the shelter to take care of him....

 

Assigned to  guard  a garage, Chester suffered from an accident, and then attacked by other dogs: he lost an eye and one of his knees will stay damaged forever. Initially, Oliviu was only supposed to treat him, but after realizing that he would not survive long if he returned to the garage, he preferred to keep him in the shelter.

 

Gill was wandering around a nearby farm. Partially paralyzed from the hindquarters, he can stand and walk slowly, but when he wants to go faster, he drags himself to the ground. "He has a cart to move around, but he can only use it under supervision, because he tries to get out of it and can get stuck in it or even hurt himself," Oliviu explains. As I am constantly on the move between the 2 sites, I can't leave him permanently equipped."

 

5. If the collection fails, the dogs won't receive any food

We can swing into action, we have already booked a truck and pallets for 4 800 kg, but we have to pay it before 02/04/2019.

If the collection fails, we will not be able to pay, the departure of the truck will be cancelled and none of the collected kibbles will be delivered...

If the collection fails, we will refund all donors.

 

6. All the association's savings have been emptied by previous sterilization campaigns

Some of the puppies gathered by the association: it is to limit the number of abandoned puppies every year that the association organizes sterilization campaigns every 6 months... but this requires a lot of money, and has consequences on the dogs's diet!

For almost 6 years, Romanian law has entrusted municipalities with the responsibility of controlling the proliferation of stray dogs and punishing animal abandonment.

"In fact, no one cares, and the abandonments are higher than ever" says Cristina, a volunteer. "We asked for an audience at the town hall to hold  them accountable on the use of money that is technically allocated in the budget for sterilizations , and  is in the end never seen on field..."

While waiting for legal actions to be taken, the association is trying to curb the proliferation of stray dogs and cats in the field by funding two sterilization campaigns per year.

"But even though we have a partnership with a supportive and committed veterinary practice, our finances have been completely exhausted by these expenses."

 

7. Withdrawn municipality, no support from international foundations, calls for donation that do not work : the association has no room for manoeuvre

The appeals for donations on the association's page bring almost nothing...

 

The survival of the 260 dogs depends on the finances of a handful of volunteers....

 

In this context, it is impossible to count on any financial support from the municipality. No foreign associations or foundations are involved in Craiova either.

The association cannot count on any external support: members regularly make donations according to their own resources, but this is obviously far from covering needs!

"For emergencies, the most serious cases, we make calls for help on Facebook, but we collect very little money as well. That's not enough," says Cristina.

Oliviu had to inject all his savings into the association, and he now lives only thanks to the retirement of his own parents...

 

8. Oliviu devotes his whole life to the shelter

To be able to take care of all these dogs, find them food and build the shelter, Oliviu had to stop working

 

"I was a part-time consulting engineer, but there was too much to do at the two sites where we keep the dogs, and certainly not enough volunteers available to do the daily tasks. That's how I decided to quit my job."

He spends his days caring for the dogs, travelling between the two sites, cleaning the boxes...

Despite the difficulties encountered, he remains determined to pursue his project at all costs.

 

9. What will the collected kibble be used for?

If the collection succeeds, the XXXX kg collected will be used to feed tje 260 dogs hosted at the shelter.
